Buyer Policy
Quorra is a venue where you can purchase unique items directly from independent sellers around the world. No matter what you're looking for, whether it be handmade goods or tech items, we want you to have a great shopping experience on Quorra.
Please read on to find out more about your rights, as well as what is expected of you, as a buyer.

Understanding Quorra’s Limitations as a Venue

Quorra provides a venue for buyers to discover and purchase from sellers around the world. It is important to note that Quorra is not a part of that transaction. By shopping on Quorra, you understand that:

  1. You are not buying directly from Quorra, but from one of the many talented independent sellers on Quorra;

  2. Quorra does not pre-screen sellers and therefore does not guarantee or endorse any items sold on Etsy or any content posted by sellers (such as photographs or language used in listings or shop policies);

  3. Each seller on Quorra has their own processing times, shipping methods, and shop policies; and

  4. You assume responsibility if you provide your own materials for a custom order.

Communicating with other Quorra Members

In the event that you are provided with contact information from a seller, which is prohibited by Quorra, you may not be used for the following activities:


  1. Sending unsolicited advertising or promotions, requests for donations, or spam;

  2. Harassing or abusing another member or otherwise violating our Anti-Discrimination Policy;

  3. Contacting someone after they have explicitly asked you not to; or

  4. Interfering with a transaction or the business of another member.


Purchasing an Item on Quorra

When you buy from a seller on Quorra, you’re directly supporting an independent business. Each of these independent seller have unique listings, policies, processing times, and payment options (PayPal or ETN). By making a purchase from a seller on Quorra, you agree that you have:

  1. Read the item description and shop policies before making a purchase;

  2. Submitted appropriate payment for item(s) purchased; and

  3. Provided accurate shipping information to the seller.

Leaving a Review and Complete Sale

Reviews are a great way for others to learn about a seller’s items. It also will help good sellers build a strong reputation, or help warn other buyers about an unfortunate poor experience.

This is why we have implemented the ability to mark a sale complete upon providing a Review. We ask that all buyers complete their sales upon receiving their items. This lets both the seller and Quorra know that the item was received, while also allowing for seller feedback, thus completing the sale. If there are any issues with the item, you must contact the seller and Quorra, before leaving feedback and completing the sale.


You can leave a review, including a one to five star rating. Your review and profile information will be publicly displayed on the seller's listing and review pages.

By leaving a review, you acknowledge that your content may not:

  1. Contain private information;

  2. Contain obscene, racist, or harassing language or imagery;

  3. Violate our Anti-Discrimination Policy;

  4. Contain prohibited medical drug claims;

  5. Contain advertising or spam;

  6. Be about things outside the seller’s control, such as a shipping carrier, a third party, or Quorra;

  7. Contain threats or extortion;

  8. Include shilling or otherwise falsely inflate a shop’s review score; or

  9. Undermine the integrity of the Reviews system.


Valid proof of shipping

Always use a secure shipping method with tracking and/or delivery confirmation.

We ask all sellers to attach Tracking ID information to an order on the Sale Page. When the Tracking ID is searched online, this shows all shipping details and information for both Quorra and the buyer, including attempted delivery to the buyers address.

If more information is still needed, you will be contacted and will have one week to respond.

Valid proof of shipping can be, but is not limited to:

  • Valid Tracking ID, provided on the Sale Page

  • A scanned copy of delivery forms or departure information 

  • A shipping service receipt or customs form that includes the date of shipment, as well as the name, full address, or zip code of the recipient 

Problem with Order

Item Not As Described

An item is not as described if the buyer can demonstrate that it is significantly different from the seller’s listing description or photos.

Here are a few examples of not as described cases:

  1. The item received is a different color, model, version, or size.

  2. The item has a different design or material.

  3. The seller failed to disclose that an item is damaged or is missing parts.

  4. The buyer received the incorrect quantity of items (example: the buyer purchased four items but only received two).

  5. The item was advertised as authentic but is not authentic.

  6. The condition of the item is misrepresented (e.g., the item is described as new but is used).

  7. If an item is returned due to a disagreement in the condition of an item (example: good vs fair), the buyer is typically responsible for covering return shipping costs.

If Quorra determines that an item is not as described, the seller will be required to refund the order, including original shipping and return shipping. Quorra's sale fees are not refundable (paid by the seller).


Requesting a Cancellation

Only sellers may cancel transactions. Buyers may request that a seller cancel an order. Note that all cancellations must comply with our Anti-Discrimination Policy.

Returning an Item

Each seller has his or her own return policies, which should be outlined in their Shop Policies. Not all sellers accept returns.
If you reside in the European Union, you may be entitled to a 14-day “right of withdrawal” or a “cooling off period,” during which you may return an item for any reason. To learn more about the EU right of withdrawal, please check out this Help article.


Sellers are urged to outline return policies for their listing. All return policies must comply with Quorra's site-wide policies.

  • If an item is received not as described the buyer shall be entitled to a refund.

  • Sellers should refund promptly for returned items after received.

  • Quorra will refund sale fees to buyers when a sale is voided due to fault of the seller or Quorra.

  • If an item is received as advertised, but the buyer wishes to return, known as "buyer's remorse", the seller is not obligated to accept a return except in compliance with the stated voluntary return policy. However, in this case any refund for "buyer's remorse" situations should be less any fees already incurred by the seller. Quorra sale fees are not refundable in these situations.

  • Refunds are subject to PayPal's refund policies and limitations.

  • Buyers are eligible for Free Returns per PayPal's refund policies, with a PayPal Purchase from the US only. Read More

Anti-Discrimination Policy

Quorra connects consumers with entrepreneurs, both experienced and new, around the world. We are part of a new ecosystem, alongside another created by Electroneum Ltd, where people of all backgrounds, including those who never had a chance to sell their handcrafted work online, inspire each other. We build new relationships that never would have existed before through making, selling, and buying unique items. We want everyone on Quorra to feel at home. To feel safe, among peers, and a place to explore new and unknown cultures. Building and nurturing an inclusive environment is our priority. This policy explains the kind of behavior Quorra will not allow, to ensure that we all have a positive experience.

On Quorra, you cannot discriminate based upon:

  • Race

  • Color

  • Ethnicity

  • National origin

  • Religion

  • Gender

  • Gender identity

  • Sexual orientation

  • Disability

  • Any other characteristic protected under applicable law

It is your responsibility to know your local laws and any other legal regulations on discrimination that might apply to you.

Whether you’re listing items, or conversing with anyone using the Quorra site, discrimination is not allowed.

Examples of prohibited behavior include, but are not limited to:

  • Refusal of service based on membership in one or more protected group

  • Derogatory or demeaning remarks against protected groups listed above

  • Racial slurs

  • Posts that support or glorify hate groups and their members

Payment Policy

Quorra allows buyers and sellers to use various forms of payments on QuorraMarket.com. Users can pay with and accept payment by credit card or debit card via PayPal or ETN by Electroneum.

This policy is a part of our Terms of Use. By using Quorra's services, you’re agreeing to this policy and our Terms of Use.


We use PayPal for processing payments for a number of reasons related to buyer protections, seller protections, and their dispute resolution process.

With PayPal, buyers are allowed a number of options regarding their payment source including most debit cards, credit cards, PayPal Credit, etc. Regardless of your payment source selection, you'll still be covered by PayPal's protections. Even if you don't sign up for a PayPal account.

Some buyer and seller protections apply to the United States only. Please read PayPal's policies.

By using a third-party service, you may also be subject to an agreement with the third party. For example, PayPal is a third-party service provided by PayPal Holdings, Inc. and is subject to the PayPal User Agreement.


ETN by Electroneum allows for instant payments globally. ETN has it's own protections, such as Anti Money-Laundering through 'Know Your Customer.'

By using a third-party service, you may also be subject to an agreement with the third party. For example, ETN is a third-party service provided by Electroneum Ltd and is subject to the Electroneum User Agreement.

Sanctions Policy

This policy is a part of our Terms of Use. By using Quorra's services, you’re agreeing to this policy and our Terms of Use.

Based in the US with operations in other countries, Quorra must comply with economic sanctions and trade restrictions, including those implemented by the Office of Foreign Assets Control ("OFAC") of the US Department of the Treasury. This means that Quorra or anyone using our Services cannot take part in transactions that involve designated people, places, or items that originate from those places, as determined by agencies like OFAC.

This policy applies to anyone that uses our Services, regardless of their location. It is up to you to familiarize yourself with these restrictions.

For example, these restrictions generally prohibit, but are not limited to, transactions involving:

  1. Certain geographic areas, such as Crimea, Cuba, Iran, North Korea, and Syria, or any individual or entity operating or residing in those places;

  2. Individuals or entities identified on sanctions lists such as OFAC’s Specially Designated Nationals (“SDN”) List or Foreign Sanctions Evaders (“FSE”) List;

  3. Nationals of Cuba, regardless of location, unless citizenship or permanent residency outside of Cuba has been established; and

  4. Items originating from areas including Cuba, North Korea, Iran, or Crimea, with the exception of informational materials such as publications, films, posters, phonograph records, photographs, tapes, compact disks, and certain artworks.

In order to protect our community and marketplace, Quorra takes steps to ensure compliance with sanctions programs. If we have reason to believe you are operating your account from a sanctioned location, such as any of the places listed above, or are otherwise in violation of any economic sanction or trade restriction, we may suspend or terminate your use of our Services. Members are generally not permitted to list, buy, or sell items that originate from sanctioned areas. This includes items that pre-date sanctions, since we have no way to verify when they were actually removed from the restricted location. Quorra reserves the right to request that sellers provide additional information, disclose an item's country of origin in a listing, or take other steps to meet compliance obligations. We may disable listings or cancel transactions that present a risk of violating this policy.

In addition to complying with OFAC and applicable local laws, Quorra members should be aware that other countries may have their own trade restrictions and that certain items may not be allowed for export or import under international laws. You should consult the laws of any jurisdiction when a transaction involves international parties.

Finally, members should be aware that third-party payment processors, such as PayPal, may independently monitor transactions for sanctions compliance and may block transactions as part of their own compliance programs. Quorra has no authority or control over the independent decision-making of these providers.

The economic sanctions and trade restrictions that apply to your use of the Services are subject to change, so members should check sanctions resources regularly. For legal advice, please consult a qualified professional.

Who Pays For Customs Fees?

When a package ships internationally, it may be subject to import taxes, customs duties, and/or fees imposed (e.g. handling fees) by the destination country. These charges are typically due once the package arrives in the destination country.

In general, the buyer is responsible for paying the additional costs such as duties, taxes, and customs clearance fees. These charges can vary widely and are often based on the price and type of item, package weight and dimensions, origin country, and the taxes, duties, and fees of the destination country.

Most sellers on Quorra Market cannot predict which of these fees will be applied, if any, and Quorra Market doesn’t expect sellers to calculate or collect these fees or taxes.

Quorra Market isn’t responsible for any additional charges that may apply after a purchase is completed on Quorra Market.
