Seller Policy

Quorra is a venue where you can purchase unique items directly from independent sellers around the world. No matter what you're looking for, whether it be handmade goods or tech items, we want you to have a great shopping experience on Quorra.
Please read on to find out more about your rights, as well as what is expected of you, as a buyer.


This policy is a part of our Terms of Use. By shopping on Quorra, you’re agreeing to this policy and our Terms of Use.


 

What Can be Sold

Buyers come here to purchase items that they might not find anywhere else, as many of the sellers have never been able to sell on other platforms. Everything listed for sale on Quorra must be handmade, vintage, or a tech item. Regular items that can be purchased anywhere, such as Amazon or eBay are not to be sold on Quorra.

 

Handmade items are items that are made and/or designed by you, the seller. Read our full Handmade Policy here.

If you sell handmade items, you agree that:

  1. All handmade items are made or designed by you. If you work with a production partner, you must disclose that production partner in your relevant listings.

  2. You accurately describe every person involved in the making of an item in your shop in your About section.

  3. You are using your own photographs—not stock photos, artistic renderings, or photos used by other sellers or sites.
     

If you are selling personalized or made-to-order items in the Handmade category, you agree that:

  1. All listings are available for purchase at a set price.

  2. If you are using photographs of previous work with options for customization (like color choices) included in the listing, it is clear in your description that the photos shown are just examples. The Item Verification Policy still applies.


Prohibited Items Policy
For a variety of reasons, we prohibit certain types of items from Quorra. Some items present legal risks to our community; others are inconsistent with our values, are harmful to our members, or simply are not in the spirit of Etsy. This policy explains what is prohibited or restricted on Quorra.
 

This policy is a part of our Terms of Use. By opening a Quorra shop, you’re agreeing to this policy and our Terms of Use.
 

The following types of items are prohibited or restricted on Etsy:

  1. Alcohol, Tobacco, Drugs, Drug Paraphernalia, and Medical Drugs

  2. Animal Products and Human Remains

  3. Dangerous Items: Hazardous Materials, Recalled Items, and Weapons

  4. Hate Items: Items that Promote, Support, or Glorify Hatred

  5. Illegal Items, Items Promoting Illegal Activity, and Highly Regulated Items

  6. Internationally Regulated Items

  7. Pornography and Mature Content

  8. Violent Items: Items that Promote, Support, or Glorify Violence

Fee and Payment Policy

This policy is a part of our Terms of Use. By opening a Quorra shop, you’re agreeing to this policy and our Terms of Use

We collect our sale fee for producing our service of hosting and reviewing listings, while also assisting with sale facilitation. Our sale fee is a service fee, and it is generally refundable if a sale fails due to the fault of the seller or Swappa. However, it can only be refunded if PayPal allows us to and is subject to any refund limitations they set in place. Sale fee refunds cannot be issued outside of PayPal's specified refund window. If an item is purchased with ETN, you will be refunded the Dollar value of the sale (in ETN), not how many ETN you recieved.

Sellers may be required to pay the following types of fees:

 

  1. Lisitng an item is completely free. There are no Lisitng fees.

  2. When you make a sale through QuoraMarket.com, you will be charged a transaction fee of 3% of the price you display for each listing.

  3. No matter if it is a regular sale or a custom order, whatever price is chosen by you and displayed will be charged the 3% sale fee.

  4. 30% of this 3% Fee collected is then Donated to Hope for Hearts Uganda. This is not refundable as it is not taken from the Seller. We donate 30% of the 3% Fee collected.


Other Fees
PayPal Fee

PayPal charges a fee for sellers when a buyer submits a payment. PayPal's fees are referenced when a seller sets the price of their listing, along with when you sign up for a PayPal account. Up-to-date information about their fees can be found by clicking here, and it's crucial to keep these in mind when setting your price as a seller.

PayPal Fee - 2.9% + $0.30 per transaction


Electroneum (ETN) Fee
Electroneum reserves 5 ETN (around $0.01) upon payment to cover the fee. If the fee is less than 5 ETN, the difference will be refunded to your balance when the transaction is complete.

Taxes
You are responsible for collecting and paying any taxes associated with using and making sales through Quorra’s services.
If you sell on Etsy and reside outside of the US or Canada, you need to include applicable taxes in your listing prices. Please note that while some countries may refer to VAT using other terms, e.g. GST, we'll just refer to VAT, GST, and any local sales taxes collectively as "VAT" unless the context requires otherwise. If you are a seller in a location that collects VAT, you are responsible for reflecting VAT in your listing price.

 

Payment Policy
 

Quorra allows buyers and sellers to use various forms of payments on QuorraMarket.com. Users can pay with and accept payment by credit card or debit card via PayPal or ETN by Electroneum.

PayPal

We use PayPal for processing payments for a number of reasons related to buyer protections, seller protections, and their dispute resolution process.

With PayPal, buyers are allowed a number of options regarding their payment source including most debit cards, credit cards, PayPal Credit, etc. Regardless of your payment source selection, you'll still be covered by PayPal's protections. Even if you don't sign up for a PayPal account.

Some buyer and seller protections apply to the United States only. Please read PayPal's policies.

By using a third-party service, you may also be subject to an agreement with the third party. For example, PayPal is a third-party service provided by PayPal Holdings, Inc. and is subject to the PayPal User Agreement.


Electroneum

ETN by Electroneum allows for instant payments globally. ETN has it's own protections, such as Anti Money-Laundering through 'Know Your Customer.'

By using a third-party service, you may also be subject to an agreement with the third party. For example, ETN is a third-party service provided by Electroneum Ltd and is subject to the Electroneum User Agreement


Communicating with other Quorra Members

In the event that you provided contact information with a buyer, which is prohibited by Quorra, you may not be used for the following activities:

 

 

 

  1. Sending unsolicited advertising or promotions, requests for donations, or spam;

  2. Harassing or abusing another member or otherwise violating our Anti-Discrimination Policy;

  3. Contacting someone after they have explicitly asked you not to; or

  4. Interfering with a transaction or the business of another member.

 

Valid proof of shipping
 

Always use a secure shipping method with tracking and/or delivery confirmation.

We ask all sellers to attach Tracking ID information to an order on the Sale Page. When the Tracking ID is searched online, this shows all shipping details and information for both Quorra and the buyer, including attempted delivery to the buyers address.
 

If more information is still needed, you will be contacted and will have one week to respond.
 

Valid proof of shipping can be, but is not limited to:

  • Valid Tracking ID, provided on the Sale Page

  • A scanned copy of delivery forms or departure information 

  • A shipping service receipt or customs form that includes the date of shipment, as well as the name, full address, or zip code of the recipient 


Problem with Order
Item Not As Described
 

An item is not as described if the buyer can demonstrate that it is significantly different from the seller’s listing description or photos.

Here are a few examples of not as described cases:

  1. The item received is a different color, model, version, or size.

  2. The item has a different design or material.

  3. The seller failed to disclose that an item is damaged or is missing parts.

  4. The buyer received the incorrect quantity of items (example: the buyer purchased four items but only received two).

  5. The item was advertised as authentic but is not authentic.

  6. The condition of the item is misrepresented (e.g., the item is described as new but is used).

  7. If an item is returned due to a disagreement in the condition of an item (example: good vs fair), the buyer is typically responsible for covering return shipping costs.


If Quorra determines that an item is not as described, the seller will be required to refund the order, including original shipping and return shipping. Quorra's sale fees are not refundable (paid by the seller).

 

Requesting a Cancellation

Only sellers may cancel transactions. Buyers may request that a seller cancel an order. Note that all cancellations must comply with our Anti-Discrimination Policy.
 

Returning an Item

Each seller has his or her own return policies, which should be outlined in their Shop Policies. Not all sellers accept returns.
If you reside in the European Union, you may be entitled to a 14-day “right of withdrawal” or a “cooling off period,” during which you may return an item for any reason. To learn more about the EU right of withdrawal, please check out this Help article.

 

Sellers are urged to outline return policies for their listing. All return policies must comply with Quorra's site-wide policies.
 

  • If an item is received not as described the buyer shall be entitled to a refund.

  • Sellers should refund promptly for returned items after received.

  • Quorra will refund sale fees to buyers when a sale is voided due to fault of the seller or Quorra.

  • If an item is received as advertised, but the buyer wishes to return, known as "buyer's remorse", the seller is not obligated to accept a return except in compliance with the stated voluntary return policy. However, in this case any refund for "buyer's remorse" situations should be less any fees already incurred by the seller. Quorra sale fees are not refundable in these situations.

  • Refunds are subject to PayPal's refund policies and limitations.

  • Buyers are eligible for Free Returns per PayPal's refund policies, with a PayPal Purchase from the US only. Read More

Quorra connects consumers with entrepreneurs, both experienced and new, around the world. We are part of a new ecosystem, alongside another created by Electroneum Ltd, where people of all backgrounds, including those who never had a chance to sell their handcrafted work online, inspire each other. We build new relationships that never would have existed before through making, selling, and buying unique items. We want everyone on Quorra to feel at home. To feel safe, among peers, and a place to explore new and unknown cultures. Building and nurturing an inclusive environment is our priority. This policy explains the kind of behavior Quorra will not allow, to ensure that we all have a positive experience.

On Quorra, you cannot discriminate based upon:

  • Race

  • Color

  • Ethnicity

  • National origin

  • Religion

  • Gender

  • Gender identity

  • Sexual orientation

  • Disability

  • Any other characteristic protected under applicable law
     

It is your responsibility to know your local laws and any other legal regulations on discrimination that might apply to you.
 

Whether you’re listing items, or conversing with anyone using the Quorra site, discrimination is not allowed.

Examples of prohibited behavior include, but are not limited to:

  • Refusal of service based on membership in one or more protected group

  • Derogatory or demeaning remarks against protected groups listed above

  • Racial slurs

  • Posts that support or glorify hate groups and their members
     

If you think that discrimination has occurred on Quorra, please report it by emailing info@quorramarket.com, and we will investigate. If you see a listing on Quorra which you believe violates our Prohibited Items Policy, we encourage you to contact Quorra.

Sanctions Policy

This policy is a part of our Terms of Use. By using Quorra's services, you’re agreeing to this policy and our Terms of Use.

Based in the US with operations in other countries, Quorra must comply with economic sanctions and trade restrictions, including those implemented by the Office of Foreign Assets Control ("OFAC") of the US Department of the Treasury. This means that Quorra or anyone using our Services cannot take part in transactions that involve designated people, places, or items that originate from those places, as determined by agencies like OFAC.

This policy applies to anyone that uses our Services, regardless of their location. It is up to you to familiarize yourself with these restrictions.

For example, these restrictions generally prohibit, but are not limited to, transactions involving:

  1. Certain geographic areas, such as Crimea, Cuba, Iran, North Korea, and Syria, or any individual or entity operating or residing in those places;

  2. Individuals or entities identified on sanctions lists such as OFAC’s Specially Designated Nationals (“SDN”) List or Foreign Sanctions Evaders (“FSE”) List;

  3. Nationals of Cuba, regardless of location, unless citizenship or permanent residency outside of Cuba has been established; and

  4. Items originating from areas including Cuba, North Korea, Iran, or Crimea, with the exception of informational materials such as publications, films, posters, phonograph records, photographs, tapes, compact disks, and certain artworks.
     

In order to protect our community and marketplace, Quorra takes steps to ensure compliance with sanctions programs. If we have reason to believe you are operating your account from a sanctioned location, such as any of the places listed above, or are otherwise in violation of any economic sanction or trade restriction, we may suspend or terminate your use of our Services. Members are generally not permitted to list, buy, or sell items that originate from sanctioned areas. This includes items that pre-date sanctions, since we have no way to verify when they were actually removed from the restricted location. Quorra reserves the right to request that sellers provide additional information, disclose an item's country of origin in a listing, or take other steps to meet compliance obligations. We may disable listings or cancel transactions that present a risk of violating this policy.

In addition to complying with OFAC and applicable local laws, Quorra members should be aware that other countries may have their own trade restrictions and that certain items may not be allowed for export or import under international laws. You should consult the laws of any jurisdiction when a transaction involves international parties.

Finally, members should be aware that third-party payment processors, such as PayPal, may independently monitor transactions for sanctions compliance and may block transactions as part of their own compliance programs. Quorra has no authority or control over the independent decision-making of these providers.

The economic sanctions and trade restrictions that apply to your use of the Services are subject to change, so members should check sanctions resources regularly. For legal advice, please consult a qualified professional.
